No package software installation data active directory

When I try to add one msi file into a group policy object gpo on a non pdc master active directory controller I get the following message: "No Package in the software installation data in the active directory meets the criteria". I have no error on the pdc master AD controller. It was working perfectly when I was using windows controllers.
Right now my AD controllers are windows R2. If I'm creating a new gpo I have no problem on a non pdc master controller until I edit it the next time. I found no issue on the web. Any idea? I didn't find any solution yet about those error messages. Concerning Brent Suggestion: First of all thanks for your help. Hope this helps Iain Same issue and your suggestion worked for me too. Yeah, I thought that was a little sketchy, giving full permissions to all domain users. At the very least you are asking for some joker to delete all the files in your folder once he stumbles across your hidden share.
Thanks iain, that did the trick. I agree with Hilbert. Removing the inherited permissions and reapplying them to the msi file solved the problem.
Removing inheritance and then reapplying the permissions fixed this for me previously - the inheritance may be stopping it. Also is it a user or machine based GPO? You may need to give the machines read access as well as users? I already took ownership and set the permissions on the parent directory then forced it all down the tree.
